<要旨>
大学に勤務する研究者に対して特許取得を奨励する政策は,従来から特許制度と共生してきた分野の研究者にとって強い追い風となる一方,特許に馴染まない分野の研究者にとっては逆風となっている.
本論では,大学が研究者の業績評価に特許を組み込む際に留意すべきこと,特に論文執筆や教育活動との関係を如何に考えるべきか,また特許取得支援政策が大学経営に及ぼす影響等に関して論ずる.
<Abstract>
Japanese government is eagerly encouraging university researchers to acquire
patents. This trend is advantageous for researchers in the field where
patent has been well accepted for many years. However, it has an unfavorable
effect on researchers of some areas such as software and management science.
In this article, we will discuss such problems as (a) how to incorporate
patent acquisition in the performance evaluation of university researchers,
(b) relative importance of patent acquisition, research papers and teaching
activities and (c) the effect of patent promoting policy on university
management.
