＜要旨＞
高等教育の政策的課題である教育改革とデジタル化について，政策文書に基づいて概観し，授業目的公衆送信補償金制度がそれにどのように呼応しているか，またポストコロナにおける教育のデジタル・トランスフォーメーション（DX）の進展に対してもこの制度が著作物の利用環境として十分か，ということを論じた．COVID-19 パンデミック下の授業の実施という点ではこの制度は十分と言えたが，今後の高等教育改革の実現，あるいはオープン化といった観点からは，授業目的公衆送信補償金制度は必ずしも十分とはいえない点があることを指摘した．また，今度のDX の進展に合わせて，補償金支払いの対象となる行為や補償金の分配についても再検討が必要であることを示した．
<Abstract>
The paper provides an overview of educational reform and digitalization as policy challenges in higher education in Japan, based on some policy documents.　It examines how the Compensation System for the Transmission of Copyrighted Materials in the Course of Classes responds to these challenges and evaluates whether the system adequately supports the digital transformation （DX）of education in the post-COVID-19 era.　While the system was deemed sufficient for conducting classes during the COVID-19 pandemic, it points out the limitations when considering　future higher education reforms or the broader movement toward open education.　Furthermore, the study suggests the need to reassess both the actions covered by the compensation system and the distribution of compensation payments to align with the ongoing progress in digital transformation.
