補償金制度の運用状況と制度改善のポイント

＜要旨＞
2020年度，新型コロナウイルスの感染拡大をきっかけに前倒し施行された授業目的公衆送信補償金制度も，2021年度に授業目的公衆送信補償金が有償とされてから今年で3年が経過することとなった．本稿では，この間の補償金制度の運用状況について概観するとともに，現場の責任者としてこの制度の立ち上げから携わり，授業目的公衆送信補償金等管理協会SARTRASの初代事務局長，理事として今日に至る筆者の視点からみた，将来に向けた制度改善のいくつかのポイントについて紹介する．
<Abstract>
The compensation for public transmission for classes system was implemented in FY2020 due to the spread of COVID-19.　This year marks the third year since the compensation system became a paid service in FY2021. This paper first provides an overview of the operational status of the compensation system over the past three years. Then I introduce some points for future improvements to the system from the perspective of the author, who has been involved in this system since its inception as a director and secretary general of SARTRAS, society for the Administration of Remuneration for Public Transmission for School Lessons.
