<要旨>
本稿では,国土交通省が2023 年9 月に策定した「グリーンインフラ推進戦略2023」の考え方を紹介しつつ,グリーンインフラの分野における市民科学実践の枠組みについて事例をもとに検討した.「グリーンインフラ推進戦略2023」では「コミュニティの視点」「評価の視点」等によって,住民の定量データ収集を通じて自然環境の潜在価値を可視化し,それに基づく行政参画,国際発信等を積極的に推進する.関連する個別事例として,国の情報基盤整備や効果測定手法の自動化を活用して市民科学が実践されるケースが見られた.住民主体によるグリーンインフラの取組を通じ,地域愛着醸成や不動産等の財産価値の向上といったメリットが期待される.国土交通省では,地域の魅力発見の端緒となるようなエリア横断的な情報基盤の構築や,定量指標測定に係る技術開発,各自治体における本格的な実践に向けたナレッジ共有などの貢献を続ける.
<Abstract>
The concept of the ‘Green Infrastructure Promotion Strategy 2023’ are elucidated based on cases. We examined the framework of citizen science practices in the field of green infrastructure based on specific cases.  Originally, the ‘Green Infrastructure Promotion Strategy 2023’ is formulated by the Ministry of Land, Infrastructure, Transport and Tourism in September 2023 and aims to visualize the latent value of the natural environment through the collection of quantitative data by residents, under perspectives such as ‘community viewpoint’ and ‘evaluation viewpoint’, and actively promotes administrative participation and international dissemination As related individual examples, cases were observed where citizen science is practiced using the national information infrastructure development and automation of impact measurement methods. Through resident-led initiatives in green infrastructure, benefits such as fostering regional attachment and enhancing the property value of real estate are expected. The Ministry of Land, Infrastructure, Transport and Tourism continues to contribute through the construction of cross-area information infrastructures that can be the starting point for discovering regional attractions, technological development related to quantitative indicator measurement, and knowledge sharing for full-scale practicein various municipalities.
