＜要旨＞
本稿ではワクチンの公共性と企業の開発インセンティブの両立という課題に焦点をあて，ワクチンの公共性をめぐる基本的な事項を整理し，これまでどのような取り組みがなされてきたか，また課題はどこにあるのかについて展望する．最初にこれまで漠然と共有されてきたワクチンの公共性について，経済学的な根拠に基づいて整理する．次に新型コロナワクチンをめぐるアクセス格差の実態についてデータに基づき確認したうえで，ワクチンの普及の手段として特許のあり方についての枠組みを整理する．さらには特許の問題が解消されてもなお残るワクチンの生産能力の問題についても検討する．後半では日本のワクチン開発に焦点をあてて，新型コロナワクチン開発の背景にあった日本特有の問題について検討し，最後に今後の課題をまとめる．
<Abstract>
Focusing on the issue of balancing the public nature of vaccines and corporate development incentives, this paper summarizes the basic issues surrounding the public nature of vaccines, and provides a perspective on what efforts have been made to date and where the challenges lie.　First, the public nature of vaccines, which has been vaguely shared until now, will be summarized on an economic basis.　Next, we will review the reality of the access disparity surrounding the new coronavirus vaccine based on data, and then summarize a framework for patenting the vaccine as a means to promote its use.　Furthermore, the issue of vaccine production capacity, which remains even after the patent issue is resolved, will also be discussed.　The latter half of the report will focus on vaccine development in Japan, examining issues specific to Japan that were behind the development of the novel corona vaccine, and finally summarizing future issues.
