<要旨>
2002年の知的財産立国宣言から日本の知財制度は大きく変化してきた.この知的財産立国宣言は,知識社会の下,資源が少ない日本の今後の方向性を示す国家戦略として,無形資産や知的財産の創出,保護,活用につなげる価値ある情報づくりを打ち出し,日本経済の再活性化を狙うものと理解できる.
そして,知的財産立国の宣言以降,毎年,知的財産推進計画が発表され日本の知的財産施策に関する方針が示されてきた.知的財産推進計画では,産学官の分野に亘り,様々な施策を講じているが,近年,中小企業支援に注力されている傾向であり,中小企業に対して,知財経営の普及,導入という文脈の中で知財戦略の重要性が求められている.
そこで,本論文では,ビジネスと知的資産・知財法研究の視点から日本の中小企業支援における知財経営の変遷について確認し,知財経営を進めていくための今後の課題に言及したい.
<Abstract>
Japan's intellectual property system has undergone significant changes since the 2002 Declaration of the Nation as an Intellectual Property Nation. This declaration of Japan as an Intellectual Property Nation can be understood as a national strategy to indicate the future direction of Japan, a country with few resources under the knowledge society, to create valuable information that leads to the creation, protection, and utilization of intangible assets and intellectual property, and aims to revitalize the Japanese economy.
Since the declaration of Japan as an Intellectual Property Nation, an Intellectual Property Promotion Plan has been announced every year, outlining Japan's policy on intellectual property measures. The IP Promotion Plan has been taking various measures in the fields of industry, academia, and government, and in recent years, it has tended to strengthen and focus on support for small and medium-sized enterprises (SMEs), and the importance of IP strategy in the context of diffusion and introduction of IP management is required for SMEs.
Therefore, in this paper, we would like to review the transition of IP management in the support of SMEs in Japan from the perspective of business, intellectual assets, and IP law research, and mention future issues to be addressed in order to promote IP management.
