＜要旨＞
フードテックのような新興技術を導入する際には，フォーサイト，ホライゾンスキャニング，テクノロジーアセスメント（技術の社会影響評価）など様々なガバナンス上の検討が求められる．本稿はフードテックへの関心の高まりを背景に展開された，関連する国際事例を紹介する．いずれの取り組み事例においてもホライゾンスキャニング的な活動を行っており，日本でもその実施が必須となる．ホライゾンスキャニングのアウトプットは国際的に共通に利用可能な部分が相対的に多いので，国際ネットワークを通じた共同実施や情報連携が肝要となる．フォーサイト，テクノロジーアセスメント，ルールメイキング等の対応は各国の状況に応じた検討も重要であるが，実践方法等において海外事例から学べる点は多い．こうしたことから，今後も国際動向の状況把握とネットワーク形成を強化するとともに，そうしたことが可能な制度設計を関連主体で検討していくことが求められる．
<Abstract>
Activities such as foresight, horizon scanning, and technology assessment（social impact assessment of technology）are needed in considering governance issues and challenges, when introducing emerging technologies into society ─ and this applies also to food technology. This paper introduces relevant international activities developed against the backdrop of growing interest in food technology. From the cases that have been introduced, it was understood that most cases have engaged in some kind of horizon scanning activities, which signals the need for such activities to be also implemented in Japan. Since the outcomes of horizon scanning have relatively common nature, it can be used internationally. It becomes important to share them internationally by joint research and information sharing through international network strengthening.　While foresight, technology assessment, and rulemaking by nature have to be considered in the context of each country, there are many aspects that can be learned from the cases abroad, such as practical methods.　Therefore, it is important to learn international trends and strengthen networks, and at the same time, consider the design of systems among all the relevant actors that will enable such activities.
