＜要旨＞
本稿では，Society5.0の基盤となるデータ連携プラットフォームにおける，データ取扱いルールの在り方を検討する．データ連携プラットフォームのルール策定にあたっては，多様なステークホルダー，常に変化していくリスク，そして日々発展する対応手段といった流動的な要素を考慮しなければならない．こうした流動的な前提条件のもとでは，ある一時点で決めたルールやガバナンスの仕組みを固定的に運用するガバナンスではなく，状況の変化に応じて常にこれらをアップデートしていく「アジャイル・ガバナンス」が必要である．そこで，アジャイル・ガバナンスの考え方に則り，プラットフォームのデータ取扱いに関する「リスク分析」「ルール設計」「透明性・アカウンタビリティ」「ルールの評価とアップデート」といった各ステップにおいて考慮すべき事項を整理する．
<Abstract>
This paper examines the nature of data utilization rules for the data coordination platform that will be the foundation of Society 5.0. In formulating rules for a data coordination platform, it is necessary to take into account a variety of stakeholders, constantly changing risks, and continuously evolving solutions.　Under such fluid conditions, it is necessary to have “agile governance” that constantly updates the rules and governance mechanisms in response to changes in the conditions, rather than governance that operates a fixed set of rules and mechanisms given at a certain point in time.　Following the framework proposed by the Ministry of Economy, Trade and Industry, this paper summarizes the issues that should be considered in each step of “agile governance,” that are “risk analysis,” “rulemaking,” “transparency and accountability,” and “evaluation and update of rules” for data coordination platforms.
