データ提供における懸念点と公益貢献意識効果の影響: COCOA 利用に関する質問票調査から

＜要旨＞
デジタル社会に不可欠なデータの利活用を進展させるためには，個人や組織がデータを提供する際に生じるプライバシーや企業秘密などに関する懸念点を払拭し，データ提供に伴う便益への期待を高める施策を検討することは重要である．本稿では，自らの直接の便益につながるデータ提供（自益効果）に加えて，コミュニティーや社会全体に便益を与える効果（他益効果，公益効果）がある場合についてのデータ提供について検討する．既往の調査によるデータ提供に関する懸念事項を整理した上で，具体的事例として，新型コロナウイルス感染症対策として開発された接触確認アプリ（COCOA）へのデータ提供に関する実証分析をもとに，自益効果に加えて公益効果を期待したサービスにおいて，データ提供を促進させるための施策について考察を行った．　
<Abstract>
In order to advance the utilization of data that is essential for the digital society, it is important to dispel concerns about privacy and trade secrets that arise when individuals and organizations provide data, and to consider measures that raise expectations for the benefits associated with providing data.　In this paper, we consider the provision of data when there is an effect that benefits the community or society as a whole （other benefit effect, public interest effect） in addition to the data provision that leads to one’s own direct benefit（self-interest effect）.　We sorted out concerns regarding data provision from previous surveys, and conducted an empirical analysis on the provision of data to the contact confirmation application （COCOA） developed as a countermeasure of COVID-19, as a specific example.　Based on this analysis, we considered measures to promote data provision in services that are expected to have public interest effects in addition to self-interest effects.
